Dubai Customs receives a high level of delegation from Qatar Customs. the delegation was headed by His Excellency Ahmed Bin Ali AL-Muhanadi, Director General of Qatar Customs. the visit comes within the framework of exchanging mutual experiences with brothers in the GCC countries.
His Excellency, Ahmed Butti Ahmed, Executive Chairman of Ports, Customs and Free Zone Corporation, the Director General of Dubai Customs welcomed the Qatari delegation, wishing this Customs cooperation will positively benefit exchange of business systems between the two parties and enhance direct trades exchange between the two sister countries, especially, the indications in the first-mid this year has reached to 1.9 billion with dirham against 1.6 billion dirham in the first six months of 2010 with an increase of 17.3 per cent
The visiting delegation was briefed on the latest advanced technical systems used at Dubai Customs, especially, Mirsal2 along with the sub-components, namely, the risk engine and customs clearance systems and the roles as they play in facilitating movement of trade activities while maintaining the national security
The Qatari delegation included, Mr. Ahmed Esa AL-Muhanadi, Deputy General Director, Mr. Hassan Ali Al-Naimi, Director of Customs Relations, Mr. Mohamed Ahmed AL-Muhanadi, Director of Customs Clearance Services Program, Mr. Abdu-Alrahman Yousif, Assistant Director of the Customs Clearance Services Program, Laila AL-Nisf, Director of Customs Tech, Mr.Yousif AL-Naimi, Executive Chairman of the Communication Supreme Council and Mr. Wael Sayed, Manager of the Single-Window Project at the Communication Supreme Council.
The delegation members accompanied by Mr. Yousif AL-Sahlawi, Senior Executive Director of Corporate Affairs at Dubai Customs along with a number of managerial levels from Dubai Customs, started their tour by visiting the Passenger Operations Department, including T1 and T2. during the tour the delegation got acquainted with the Passenger Operations Org Structure and the on-going operational passengers and luggage inspection systems adopted by Dubai Customs. a visual display about the seizures of prohibited and restricted goods achieved by the Department in 2010 and 2011, was shown to the delegation by Mr. Ali ALMughawi, the Senior Director of the Department. the delegation was also briefed about Dubai Customs inspectors training control room at Dubai Intl Airport and Terminal3. the members previewed about Dubai Customs Control Room which interconnected with latest advanced Closed Circuit Television (CCTV) and the one that considered most advanced in the Arab region, the delegation also paid a visit to the Passenger Luggage Control Room which operates with most advanced technical systems.
The visiting delegation paid a visit to the Cargo Village Customs Centre where they briefed about the business process and the on-going implemented systems in searching and inspections, including, the X-ray machine, showing admiration about easy, simple and accelerate movement of the transactions clearance as the result of the technical transformation that adopted by Dubai Customs.
On the next day from the visit, a long meeting was held between the two parties, attended by members from Dubai Customs, namely, Mr. Ahmed Mahboob Musabah, Executive Director of Client Relations Department, Mr. Mohammed Matar AL-Mari, Executive Director of Customs Cargo Operations, Ahmed Abdu-AL-Salam Kazim, Senior Director of Strategy and Corporate Excellence Dpartment, Abduallah AL-Sha’ar Director of Customs Intelligence Department and Mr. Abdullah AL-Khaja, Director of Customs Declaration. the Qatari delegation showed a number of visual shows on the methodology and operating systems with a preview about the history of Dubai Customs and the methodology of the Strategic Planning & Corporate Performance introduced by Mr. Ahmed Kazim who highlighted that Dubai Customs throughout its long history of 110 years, basically on the ancient nature history of the Emirate, has greatly contributed in the big portion of the Emirate entire income. in the explanation, Mr. Kazim, said: “ a system on the basis of the “Balance Scorecard” has been adopted since 2005, including, corporal objectives and operating indications fluctuation because of the newly introductions on the methodology that well-established on the basis of the Performance Indications of Dubai Government, DEGP and Standards & Requirements of WCO and WTO.
Mr. Jumaa AL-Gaith, Director General of RMF Division, has explained the new operating systems Mirsal2 and its life-cycle with regard to the entry of declarations through Dubai Trade or (B2G) and release of transactions after calculating the customs duty. Mr. Jumaa said the risk engine plays a vital role in the automation clearance process for the non-risky transactions, insisting on the importance of information exchange between the key partners in facilitating movement of legitimate trade.

Mr. Ahmed Mahboob Musabah, spoke about how customs declarations cleared, highlighted that Dubai Customs has provided customs with different ways of facilities and made channel of communication to facilitate customers as according their needs and volume of transactions. these facilities, including Dubai Customs website, B2G, besides, the electronic mobile service.
Mr. Ahmed Mahboob said: with Dubai Customs introducing and developing Mirsal2, the Department has launched the initiative of B2G with aim of enhancing partnership with other private sector companies that have volumes transactions. the system has provided the services for 24 hours and is featured with security, less human intervention and has lessen human mistakes at the entry of declarations, highlighted that the statistics about the companies showed the time and cost have decreased at 75%. the visiting delegation was also briefed about Dubai Customs risk engine which considered the backbone of the customs declaration release.
By the end of the meeting, His Excellency, Ahmed Butti Ahmed, Director General of Dubai Customs and His Excellency, Ahmed Ali Bin Ali AL-Muhanadi, Director General of Qatar Customs, have exchanged the memorial gifts on behalf of the two administrations
