Dubai Customs participated in the WCO conference, held in Brussels last January, under the theme “Information Management”. All WCO member states and major players in the field attended the conference.
Hussam Juma Mohammed, Director of Business Process Department in Dubai Customs, represented DC in the conference and presented a working paper, titled “Enterprise Architecture and Business process management”. Mr Mohammed described thoroughly Dubai Customs experience in terms of services development and improvement, and enterprise architecture practice. He also talked about DC’s vision and mission and the new operating model which is applied following the recommendations made by the WCO to step up risk management for the purpose of inspection optimization and hence global trade facilitation.
Hussam Juma pinpointed the applicable mechanisms in developing and improving services at DC. He also listed the major benefits of implementing enterprise architecture by means of creating an enterprise connected view. This includes linking and documentation of all components of the organization; ensuring the decision making process is faster, better and more accurate; providing effective change management and finding out how change influences the organization; complete traceability and alignment between strategic, managerial, and technological aspects; reducing time by re-using components of enterprise connected view which were previously developed and documented; as well as spreading customs and non-customs integrated knowledge. He described the initiative is being original and innovative because it was never implemented at this level.
“Dubai Customs is a pioneer in terms of establishing organizational units specialized in latest international technical practices that support development and modernization of processes, namely services development and improvement and enterprise architecture,” said Hussam Juma.
At the end of the presentation, a panel discussion was held. Attendees were given the opportunity to ask questions and make comments. Everyone lauded Dubai Customs’ experience and the presented paper was recognized and commended by the WCO as a reflection of one of the best practices applied in all customs administrations worldwide.
