Dubai Customs Unveils Groundbreaking Bachelor Degree: 
Nurturing Trailblazers in Customs and International Trade



 Dubai Customs is actively enhancing its educational initiatives by creating specialized customs training programs to ensure its workforce attains the highest academic qualifications. This strategic move is aimed at enabling employees to stay abreast of the swift global advancements in customs operations. As part of this initiative, the department has revamped its Bachelor's program in Supply Chain and Customs, transforming it into a comprehensive curriculum for Customs and International Trade. Launched in collaboration with the University of Dubai, this program adheres to the top-tier global standards in trade and customs sciences, incorporating the Picard Standards of the World Customs Organization (WCO). The curriculum covers all the essential requirements outlined in the economic development plans as per "We the UAE 2031" and the Dubai Economic Agenda (D33).

The unique aspect of the novel Bachelor's program in Customs and International Trade lies in its fusion of theoretical and practical elements of customs work. This integration is designed to achieve optimal outcomes in the department's overarching goal of enhancing employee capabilities. This aligns with Dubai Customs' comprehensive strategic plan, which aims to elevate customs operations to innovative heights and anticipate future developments in global trade—now primarily driven by information technology and artificial intelligence applications.

Dr. Abdullah Mohammed Busnad, the Director-General of Dubai Customs, emphasized the department's core strategy in shaping customs education, aiming to equip employees and qualified individuals for future advancements in customs operations. The focus is on a swift transition towards providing leading, intelligent, and globally distinguished customs services, solidifying Dubai's position as a leader in international trade. The emirate's competitive advantages make it an ideal choice for traders and investors, offering the potential for significant financial returns.

He further mentioned collaborative efforts with the University of Dubai to enhance the capabilities of customs employees, providing them with the latest knowledge in trade and customs, along with practical experiences gained at Dubai Customs. The comprehensive approach extends to developing the department's capabilities in human resources, technological advancement, and digital transformation, striving for optimal global results in customs development, considering the escalating value of Dubai's non-oil foreign trade.

Dr. Busnad highlighted the program's inclusion of knowledge-rich materials that provide insights into local, regional, and global contexts, enriching participants' understanding of trade perspectives. The program also covers essential topics on innovation, entrepreneurship, and digital technologies in business, focusing on adapting to new technologies in the customs and trade sectors globally.

Additionally, he emphasized that the academic program concentrates on the global business perspective of modern customs and leadership development, aligning with global standards and fostering leadership skills. This preparation is crucial for current and future national personnel, positioning them for leadership roles within the department.


Eissa Mohammed Al Al Bastaki, The President of the University of Dubai, emphasized that the introduction of the Bachelor's program in Customs and International Trade marks a crucial stride towards nurturing the upcoming generation of leaders in the fields of customs and international trade. The program caters to the evolving requirements within the fields of global trade and customs, aligning itself with international benchmarks and the UAE's vision encapsulated in "We the UAE 2031." Therefore, we will continue the path of development, focusing on social, economic, investment, and developmental aspects. Our curricula, rich in digital transformation, innovation, and change management, set a new standard for education in the fields of customs and international trade. This program guides participants toward dynamic and evolving career paths, supporting Dubai's vision for an advanced trade and customs system. 


Mohammed Al Ghaffari, Executive Director, Human Resources Division, outlined that the program has been meticulously crafted to integrate diverse specialized practical modules encompassing areas like international trade agreements, customs procedures, advanced technology in customs operations, port security, and inspection. This holistic approach furnishes employees with a comprehensive grasp of business operations, coupled with specialized knowledge in customs and international trade. 

Al Ghaffari underscored the inclusion of novel subjects in the program aimed at providing participants with insightful perspectives on local, regional, and global contexts, enriching their cognitive understanding of the trade landscape. The curriculum also covers fundamental aspects such as innovation, entrepreneurship, and digital technologies in business, with a specific emphasis on adapting to emerging technologies within the global customs and trade sectors.
