Dubai Customs and the Government of Dubai Legal Affairs Department conclude MoU

​Dubai Customs and the Government of Dubai Legal Affairs Department have signed an MoU  in the area of government excellence. The MoU is part of the Partners for Excellence; an initiative by Dubai Government Excellence Program (DGEP).

Taking place at the General Secretariat of the Dubai Executive Council at Emirates Towers, the MoU was signed by H.E. Ahmed Mahboob Musabih, Director of Dubai Customs, and Dr. Lowai Mohammed Belhoul, Director-General of the Government of Dubai Legal Affairs Department, in presence of H.E. Abdullah Al Shibani, Secretary-General of the Dubai Executive Council, and Chairman of DGEP, and Dr. Ahmed Al Nuseirat, Coordinator General of DGEP.
Partners for Excellence is aimed at fueling cooperation and constructive synergies among government agencies, mainly through passing the experiences and practices of excelling agencies to others and helping these entities develop their human resources and institutionalize practices of corporate excellence.

The MoU details the mechanisms of cooperation between the two parties. A joint team will be formed to oversee an action plan that comprises: Awareness and introduction of excellence criteria and assessment methodologies; conducting a self-assessment to measure performance and identify the areas of improvement; providing support and assistance for schemes execution and follow-up under the supervision of top management from both organizations; and finally measuring performance to determine the post-plan improvement.
 
The move realizes the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to stimulate Dubai's innovation energy and assure its excellence in the government and service sectors. It also accords with the directives of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, to position Dubai as a pivotal hub for innovation and creativity for people around the globe.
 
Shedding some light on the Partners for Excellence scheme, H.E. Abdullah Al Shibani said, “The DGEP launched Partners for Excellence initiative in November of 2011. It has helped less experienced agencies acquire the expertise and step up their performance with the help of organizations that have accumulated more experience in the areas of government work.”

DC Director H.E. Ahmed Mahboob Musabih expressed his contentment with the MoU. He said: “Dubai Customs pays great attention to exchanging experiences and transferring knowledge. Placing DC’s 18 years of experience in excellence and innovation at the disposal of  the Government of Dubai Legal Affairs Department will improve performance and share best practices in corporate excellence.”

On the other hand, the Director-General of the Government of Dubai Legal Affairs Department Dr. Lowai Mohammed Belhoul, affirmed their eagerness to cooperate with Dubai Customs, being confident that the outcomes of such cooperation will be worthwhile for both organizations.
 
Commenting on this, Dr. Ahmed Al Nuseirat, Coordinator General of DGEP, said: “ The DGEP team makes available all means of support to help government agencies implement the initiative, in a bid to spread knowledge on excellence, innovation and quality, which yields in improved KPIs for the Government of Dubai.”
