Dubai Customs and China Customs underlined their keenness to strengthen cooperation and relations between them in all aspects of customs business over the upcoming period in such a way that will benefit them in improving customer service delivery standards, promoting business and enhancing trade relations between UAE and China.
This was reported during the visit made today (Monday 17 July 2013) by a high level delegation from China Customs headed by Mr. Lu Peijun, Vice Minister of the General Administration of China Customs, Deputy Customs Commissioner-General, to Dubai Customs.
His Excellency Ahmed Butti Ahmed, Executive Chairman of Ports, Customs and Free Zone Corporation and Director General of Dubai Customs received and welcomed the vising delegation praising the spheres of economic, trade and investment cooperation between Dubai and the People’s Republic of China.
“As part of the directives of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice-President, Prime Minister and Ruler of Dubai in respect to the importance of promoting these relations, come the importance of the issues that are set to be discussed for developing such relations in appreciation of China as an economic nation in the international arena. On such basis, comes the importance of customs cooperation pertinent to the processes and procedures that play a vital role in trade facilitation ,” said His Excellency, Ahmed Butti.
“China is the most prominent partner to Dubai`s trade. The trade exchanges between Dubai and China grew by 19% to AED 31 billion during the first quarter of 2013 as compared to AED 26 billion in the same period last year,” he added
“In terms of imports during 2012, China was Dubai` top partner. Dubai`s imports from China accounted for AED 111 billion with a share of 15% of Dubai` total imports from the outside world. Dubai`s trade volume from China during last year grew by 13% to AED 115 billion as compared to 2011,” he maintained.
At the business session between the Chinese delegation and officials from Dubai Customs, the visiting delegation learned about Dubai Customs` business mechanisms and processes through three presentations delivered on Mirsal (2), risk engine, clients` relations.
Mirsal 2 presentation showed the vital role being played by such system in facilitating clients` procedures and transactional processing within a record time, and the possibility of its interconnectivity with other countries` customs administrations and agencies as a system dealing with entry of imported, exported and re-exported shipments being a technological system applicable to any country.
During the joint meeting, the visiting delegation reviewed the initiatives launched by Dubai Customs in collaboration with foreign diplomatic and consulates, different business communities and groups aiming at enhancing trade exchanges with different countries around the world and rendering best customer service delivery standards, including without limitation Dubai Customs Consultative Council and “Ertibat” together with what is undertaken by the Call Center.
The visiting delegation viewed as well the risk engine operational cycle and the advantages it provides at the customs business level especially in the area of customs operations.
The system validates in advance all potential risks involved in shipments allowing the passage of free risk shipments and cleared according to the applicable procedures without any requirement for inspection, resulting in rapid customs transactional processing within a record time and saving traders and clients` time, effort and cost positively.
At the end of the visit, the Chinese delegation expressed their admire towards Dubai Customs` applicable processes and procedures, customers, foreign and brotherly business groups service delivery standards in such a manner that provides robust chances for more trade and investment exchanges praising Dubai Customs` role worldwide and success in hosting the 2013 WCO IT Conference and Exhibition.
Worth mentioning, Columbus Diagnostic Mission Report initiated by the WCO for the purposes of customs business development worldwide, praised the “risk engine system” regarding it as a world-class system and recommended all customs administrations around the world to benefit from it. The system recently won the distinguished technological project award as part of DGEP 2102.
