Dubai Customs has received a delegation from the General Directorate of Civil Defense, Dubai, to learn about the Risk Engine System the department developed to deal with all types of transactions and detect the suspected cargo shipments.
H.E Ahmed Butti Ahmed, the Executive Chairman of Ports, Customs and Free Zone and Director General of Dubai Customs welcomed the visiting delegation that was headed by Director General of Dubai Civil Defence Major General Rashid Thani Al Matroushi.
Ahmad Butti Ahmad said that the visit was part of the department’s keenness on enhancing its relationships and partnerships with the state agencies, especially Dubai General Directorate of Civil Defense, to which the customs department is linked with several joint business ventures – paramount of which is the Memorandum of Understanding (MoU) the two agencies have recently signed.
The Director General also noted that the MoU aimed at exchanging expertise between the two government entities, offering high-quality services based on the best practices and the international standards and in line with the government efforts to enhance cooperation and coordination among public agencies to serve the public interests and the well-being of the society.
The MoU also entails exchange of information and expertise on issues of common interests, maintaining coordination and technical coordination and extending consultations on the e-Connectivity projects between the two entities, Ahmad Butti Ahmad said, adding that for Dubai Customs, partnerships among public agencies is a major pillar of over which the success of Dubai’s strategic plan is based.
For his part, Major General Rashid Thani Al Matroushi commended the Risk Engine System developed by Dubai Customs, saying that "the system is very innovative and a product of extensive efforts and can be best described by the word "creativity". There is is no doubt that the public agencies' use of such modern systems that are based on Hawkamah and best practices will help in offering better services to clients and contribute to achieving the state's strategic vision." Al Matroushi also underlined the fruitful cooperation between the two state agencies in several fields that is part of partnership and expertise exchange among public institutions that aim at serving the public interests, adding that the Risk Engine System is playing a significant role in protecting the society and the state through an advanced mechanism to deal with hazardous and suspected shipments.
A number of executive directors and sections managers from both sides attended the meeting.
Al Ghaith presented a briefing on the Risk Engine System which was developed by Dubai Customs as a customs application under the umbrella of the comprehensive electronic customs declaration system for all cargo clearance, Mirsal (2), pointing out that the syetem can be connected to other internal and external systems to detect the hazards of various transactions and therefore stop any hazardous application according to data.
Al Ghaith also explained that the system has been designed to deal with various types of transactions and can be applied at any government agency to help enhance the hazards detection and analysis process, allowing its users to add various types of transactions without the need to improve its software, with the ability to manage, amend, delete activate and terminate any of the hazards files without the need to refer to the IT departments.
In special cases, the system can send automated alert messages to certain departments about the existence of special hazards, Al Ghaith said, adding that it is also possible to reset the percentage of hazards in each transaction and then determine certain percentages so that the system can intervene in a random manner to avoid possible dangers.
